The first secretary of the Central Committee of the Communist Party of Ukraine, Nikita Khrushchev, was the ideological inspirer of the creation of the exhibition center. He personally gave a report to the head of the USSR, Joseph Stalin, on the project, in which the dominant element was to be the tallest and largest monument in Ukraine and Europe to the leader of the Soviet Union.

In 1949, the Resolution of the Council of Ministers of the USSR on the construction of the Republican Agricultural Exhibition in Kiev was adopted. A large territory of the Goloseevsky forest and the suburban village of Krasny tavern was used. Construction began in 1952 and lasted 6 years.

The center was designed by architects Boris Zhezherin, Vitaly Orekhov, I. Mezentsev, Anatoly Stanislavsky, D. Batalov, engineer S. Malkin in the form of a complex of pavilions, structures, open spaces for displaying exhibits, cultural and residential buildings and recreation areas.

The official opening of the exhibition took place on July 6, 1958. The red ribbon was personally cut by Nikolay Podgorny - the first secretary of the Central Committee of the Communist Party of Ukraine.

On the eve of the opening, this place was renamed the Exhibition of Advanced Achievements of the National Economy of the Ukrainian SSR. During the existence of its name has changed several times. After Ukraine gained independence, it was named the National Complex Expocenter of Ukraine.

During its existence, it was visited by world-famous figures: General de Gaulle, Joseph Broz Tito, Margaret Thatcher and others.
