On August 4, 1914, the Battle Directorate of Ukrainian Sich Riflemen was created - the organizational and coordination center of the Legion of Ukrainian Sich Riflemen.

The center was created by representatives of the Main Ukrainian Council, the Ukrainian Sich Union (CSS) and the Sokol movement to form the CSSF Legion. On August 6, 1914, the government issued an appeal "To the Ukrainian people," which called for joining the OSS.

In early September 1914, the USS combat unit was located in Vienna. The battle formation was to form troops that would fight on the side of Austria. In particular, they recruited members of the Plast youth organization created by officers of the Austro-Hungarian army.

Since 1915, the military government was mainly engaged in propaganda, publishing and charitable activities, in 1914-1915 the military council was headed by K. Trilevsky, and since 1917 - S. Smal-Stotsky.

Members of the military council were K. Biletsky, I. Bobersky, D. Vitovsky, V. Temnitsky, S. Goruk, D. Katamay, S. Shukhevych, V. Ongalevich, T. Rozhankovsky and others.
