The Russian Emperor Peter I is known for his radical transformations in all spheres of state life: industry, science, the system of government, military affairs. Monetary reform was essential to support the ongoing transformation.

The first attempts at reform in this area were undertaken by Father Peter Tsar Alexei Mikhailovich. The reform was not well prepared and sparked a riot known as the Copper Riot.

The monetary reform of Peter the Great was thoroughly prepared. At the first stage, copper coins were minted as a fraction of a silver penny-scale. In 1700, copper coins were minted as fractions of a penny. 1/2 penny denga, 1/4 penny half half, 1/8 penny half half.

The release of copper coins in 1700 was preceded by extensive preliminary work, the result of which was the royal decree on the minting of new denominations of coins. It was announced in all public places, including churches and shopping areas. The government guaranteed their unhindered exchange for a silver coin.

All copper coins issued in 1700, were minted at the Naberezhniy Mint in Moscow. Silver coins of the European type began to be minted as early as the next 1701.
